In 1990, permitting regulations were developed by the U.S. Environmental Protection Agency (EPA) under the National Pollutant Discharge Elimination System (NPDES). These regulations control stormwater discharges under Sector Q covers Water Transportation Facilities with Vehicle Maintenance Shops and/or Equipment Cleaning Operations.
Discharges of ballast or bilge water, sanitary wastes, pressure wash water, and cooling water originating from vessels must be covered by a separate NPDES permit if discharging to receiving waters or to a municipal separate storm sewer system.
